為落實(shí)軌道交通可持續(xù)高質(zhì)量發(fā)展的要求，充分發(fā)揮軌道交通對(duì)我市未來發(fā)展的帶動(dòng)作用，由杭州市規(guī)劃和自然資源局、杭州市地鐵集團(tuán)有限責(zé)任公司聯(lián)合主辦，由杭州市規(guī)劃編制中心、杭州市地鐵開發(fā)有限公司承辦，面向國(guó)內(nèi)外開展《杭州市軌道交通TOD綜合開發(fā)示范項(xiàng)目城市設(shè)計(jì)》地鐵海潮站、河景路站、西湖大學(xué)站國(guó)際方案公開征集活動(dòng)。現(xiàn)將相關(guān)事項(xiàng)公告如下：

2020年10月，杭州市委市政府印發(fā)了《關(guān)于推進(jìn)軌道交通可持續(xù)高質(zhì)量發(fā)展的實(shí)施意見》（市委發(fā)〔2020〕23 號(hào)），提出高水平打造“軌道上的城市”，推進(jìn)TOD綜合開發(fā)，要求高起點(diǎn)規(guī)劃、高標(biāo)準(zhǔn)設(shè)計(jì)、高品質(zhì)建設(shè)，完善區(qū)域業(yè)態(tài)功能布局，優(yōu)化用地結(jié)構(gòu)。在此背景下，杭州將開展軌道交通TOD綜合開發(fā)示范項(xiàng)目城市設(shè)計(jì)國(guó)際方案征集活動(dòng)。本次方案征集包括三個(gè)子項(xiàng)目，即地鐵海潮站、河景路站和西湖大學(xué)站。

接受境內(nèi)、境外設(shè)計(jì)單位報(bào)名，接受聯(lián)合體報(bào)名，但聯(lián)合體成員不得超過三家。應(yīng)征機(jī)構(gòu)須具有TOD站城一體化城市設(shè)計(jì)及建筑設(shè)計(jì)能力與實(shí)踐經(jīng)驗(yàn)。應(yīng)征團(tuán)隊(duì)相關(guān)資質(zhì)要求詳見附件中相應(yīng)項(xiàng)目公告的要求。

凡有意參加本次方案征集活動(dòng)的應(yīng)征機(jī)構(gòu)，需于2021年7月20日17時(shí)前將資格預(yù)審的書面文件(含報(bào)名文件和概念提案)送達(dá)至下述指定地點(diǎn)，并將全部報(bào)名材料電子版發(fā)送至指定郵箱，逾期送交或不符合規(guī)定的報(bào)名材料恕不接受。報(bào)名材料書面文件遞交地址：杭州市上城區(qū)錢江路639號(hào)新城大樓16樓浙江天弘招標(biāo)代理有限公司，顧工（收），13735830512。接收書面報(bào)名材料時(shí)間為工作日上午09:30－12:00，下午14:00－17:30。

各子項(xiàng)目在資格預(yù)審及概念提案評(píng)選出3名無排序的入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)入城市設(shè)計(jì)方案階段

各子項(xiàng)目費(fèi)用設(shè)置一致，優(yōu)勝獎(jiǎng)（一名）獲得人民幣600萬 元整；其他兩名入圍設(shè)計(jì)單位各獲得獎(jiǎng)金250萬 元整。三個(gè)項(xiàng)目總費(fèi)用3300萬元整。

1. Project Brief

In order to promote sustainable and high-quality development, Hangzhou Municipal Bureau of Planning and Natural Resources and Hangzhou Metro Group Co., Ltd (both as sponsors) are now jointly soliciting proposals for Urban Design of Hangzhou Rail Transit TOD Comprehensive Development Exemplary Projects. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The proposal solicitation includes three TOD comprehensive development urban design projects, namely Haichao Subway Station, Hejing Road Subway Station & Westlake University Subway Station.

2. Eligibility and Qualifications of Applicants

This RFP is open to domestic and foreign applications. The participating applicant (hereinafter referred to as the “Applicant”) may be a consortium (the total number of consortium leader and members shall not exceed three). The Applicant must have TOD Station-City integrative urban design and architectural design capabilities and experience. As for relevant qualification requirements, please refer to below attached detailed announcement of corresponding project.

3. Other Requirements
