本次征集工作分三個階段進行：第一階段資格預審；第二階段選址論證；第三階段詳細規劃設計。

Comprising three phases: pre-qualification, site selection study and detailed planning & design.

1. 本次征集采用公開報名的方式 Open Application

公告發布后，視為報名開始，境內外規劃規劃設計機構皆可報名。

The Application begins since this announcement releases.  Both domestic and foreign design companies may register for the competition.

2. 評估會組成 Evaluation Committee

由主辦單位、承辦單位依法組建機構遴選評委會（以下簡稱“評委會”），成員由不少于7 名相關領域知名專家組成。專業背景包括城市規劃、城市設計、建筑設計、景觀設計、交通規劃等。評委會由評審組長主持評審工作，評審組長通過推舉產生，在評審中與其他成員有同等表決權；具體評審細則由評委會確定。

An Evaluation Committee consisting of no less than seven reputed experts from the related industries (including urban planning, urban design, architectural design, landscape design, transportation planning, etc.) will be established by the hosts in accordance with laws and regulations. The Evaluation Committee will be chaired by a recommended chairperson who enjoys the same voting right as other members during evaluation. The detailed evaluation rules will be determined by the Evaluation Committee.

3. 入圍團隊采用資格預審方式 Pre-qualification

由評委會對報名團隊的主創設計師的業績和經驗、擬投入項目的團隊成員及經驗、公司資格、行業聲譽等資格預審文件進行綜合評審，確定團隊的綜合排序，排序前5家入圍團隊參加后續征集。如有入圍團隊自行放棄等原因無法參與，由主辦單位、承辦單位按照綜合排序依次選擇入圍團隊，確保5家團隊參與征集方案編制。該階段評審結果不公開成果，僅公示各團隊分數及排名情況。

The prequalification committee is set up by the organizers and the undertakers. The prequalification committee will review performance and experience of chief designers and team members, company qualifications, reputation and then determine the top five finalists of the ranking. If any of the finalists quit or cannot participate, the organizers and the undertakers will select the alternative team according to the ranking, ensuring there are 5 teams to participate in the preparation of the solicitation plan. The evaluation result in this phase is nonpublic, only the ranking of grades on each group would be shown.

4. 選址論證及詳細規劃設計方案評選采用專家評審方式

Site selection study and detailed planning & design would be evaluated by the evaluation Committee

選址論證：采用明標的方式對5家入圍團隊提交的成果進行評審，從中評選3家優勝方案進入第三階段規劃設計。詳細規劃設計：采用明標方式對第二階段的3家優勝團隊提交的成果進行評審，確定團隊綜合排名，并將結果予以公布。選址論證及詳細規劃設計階段均須團隊主創設計師現場匯報方案并回答評委的疑問；評審過程中發現的問題和產生的糾紛，由評委會討論并由組長裁決。

The submissions of 5 shortlisted teams will be evaluated by open bid and 3 superior competitors will entry the third phase. In the phase of detailed planning &design (3rd phase), the submissions will also be evaluated by open bid, the result and ranking will be published. the competitors will make spot presentation (the principal designers of the team present the scheme and answer jury’s questions. Requirements on presentation details will be uniformly notified). The problems discovered and the disputes generated from review shall be discussed by the review committee and judged by the review chairman.

1. 本次國際征集鼓勵由合法注冊的法人實體組成的聯合體參加，強強聯合，但聯合體成員不超過2家，境外規劃設計機構必須與境內規劃設計機構組成聯合體，并以境內設計機構為聯合體牽頭方，方能報名。不接受個人及個人組合的報名。如報名團隊不足10家，將采用意向邀請方式。

1. The Consortium (the number of teams shall be no more than 2) is encouraged to participate in the solicitation and overseas design agencies must team up with domestic design agencies (play the lead party) as a Consortium to register. The intention invitation will be adopted if the number of teams of registration is less than 10.

2. 境內外規劃設計機構必須具有經合法注冊并在有效期內的營業執照，且必須具有獨立企業法人資格。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。

2. Design teams, either from home or abroad, must be an independent legal entity with legally registered and effective business license. For two or more legal entities that have one same legal representative, their parent companies, wholly owned subsidiaries and holding companies are not allowed to register for the Competition at the same time.

3. 參與本次國際征集的設計人員應為該規劃設計機構的在冊人員，主創設計師須由主持過多個同類型項目的人員擔任，需有 5 年以上相關工作經驗，須直接參與征集設計全過程, 包括現場踏勘、成果匯報、評審答疑等。為了保證項目規劃設計人員對中國地區背景和相關要求的準確理解，項目規劃設計人員中應至少有一名通曉漢語的人士。如在本次國際征集過程中發現主創設計師與報名材料所提交的團隊人員不符，主辦單位有權取消其參加資格。

3. Designers participating in this consulting must be registered personnel of the firm. The chief designer must be those who has presided several similar projects and involved in the entire design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 teammate with proficient Chinese language skills. If the chief designer actually working for the Competition is inconsistent with the one indicated in the submitted registration materials, his/her group will be disqualified.

4. 報名團隊成員中申請主體為國內機構的，須具有城鄉規劃甲級或工程設計建筑行業（建筑工程）甲級資質；申請主體為境外機構的，須在其所在國家或地區應具有合法營業范圍，并具有我國境內合法經營和設計許可。報名團隊成員至少一方應符合以上資格條件；

4. The domestic applicant must have a Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering) while the overseas applicant must have a legal business in its country or region and also has a legal operation and design license of China. At least one member of the registration team should meet the above conditions;

5. 報名團隊配置需包含產業經濟、城鄉規劃、城市設計、建筑設計、景觀設計、生態規劃、市政規劃設計、交通規劃設計等相關專業人員；

5. The registration team needs to include relevant professionals in industrial economy, planning and design, urban design, architectural design, landscape design, ecological planning, urban planning and design, and transportation planning and design;

6. 報名團隊如為聯合體，應共同簽署一份聯合體協議書，并明確各規劃設計機構的職責分工、各自承擔的工作量及權益比例，評選獎金承辦單位將根據聯合體協議書簽多方合同；

6. A consortium in registration should sign a consortium agreement, and specify the division of responsibilities, workloads and equity ratios of each team. The undertaker for award matters will conduct the multi-party contract signing according to the agreement.

1. 獎金Prize

通過資格預審入圍的5家單位（含聯合體）提交的選址論證成果應滿足征集要求經專家評審委員會評審后形成選址論證階段3家優勝方案。經專家評審委員會評審為有效成果的設計單位（含聯合體）將獲得相應階段設計補償費。

In each phase, 3 winning companies (consortium included) will be determined by the Evaluation Committee through qualified 5 companies (consortium included) by which Site Selection Study submitted meet solicitation requirements. The winning companies get winning bonus. The rest 2 companies will get compensation fees.

（1）選址論證階段 Phase Site Selection Study

優勝方案設計單位（含聯合體）各獲得40萬元，其余設計單位含聯合體各獲得20萬元。

Winning bonus: ￥400,000

Compensation fees: ￥200,000 Each

（2）詳細規劃涉及階段 Detailed Planning & Design

選址論證階段的3家優勝方案設計單位（含聯合體）開展詳細規劃設計經專家評審委員會評審。第一名方案設計團隊獲得中標設計費（含后續整合深化費）220萬元，第二名方案設計團隊獲得設計補償費80萬元，第三名設計團隊獲得設計補償費40萬元。

1 winning company (consortium included) will be determined by the Evaluation Committee through 3 winning companies (consortium included) by which Detailed Planning & Design submitted meet solicitation requirements. The winning company gets winning bonus. The rest 2 companies will get compensation fees.

Winning bonus: ￥2,200,000 (Submission integration fee included)

Runner-up compensation fees: ￥800,000

The bronze compensation fees: ￥400,000

2. 獎金的支付 Prize Payment

（1）本次征集的獎金均以人民幣支付，所獲獎金產生的任何稅金由規劃設計機構自理，須提供符合主辦方要求的中國國內完稅發票。相關費用在最終征集結果公示結束后開始辦理支付手續。

(1) Prize in this consulting will be paid in RMB, any tax arising from the bonus and design compensation, etc. shall be borne by design institutions themselves, and the tax payment invoices used in China shall be provided as required by the host. Relevant expenses will start to be paid after end of publication of the final consulting results.

（2）國外規劃設計機構若無法使用本機構帳戶收取人民幣的，須與主辦方簽訂三方支付協議并授權國內合法獨立法人代收款項, 因此產生的稅費由設計單位自行負責。

(2) If an overseas design institution fails to collect RMB by using own corporate account, it shall sign the third-party payment agreement with the host and authorize a legitimate and independent legal person in China to collect on behalf, with the resulting taxes and fees to be borne by itself.

3. 其他 Miscellaneous

(1) 規劃設計機構參加本次征集的所有費用（含差旅住宿費）均自行承擔。

(1) Design institutions shall bear all expenses for participating in this consulting (including the travel and accommodation expenses).

(2) 如評審委員會認為規劃設計機構提交的成果文件未達到本次征集設計工作深度及要求的，主辦方將不予支付其設計獎金。

(2) If the review committee holds that the deliverable submitted by any design institution fail to reach the depth and requirements of this consulting and design, the hosts will not pay any prize thereof.

本次國際征集包括資格預審、選址論證、詳細規劃設計三個階段，詳見下表。

注：以上時間以北京時間為準，主辦單位可對具體時間節點、踏勘及答疑會、評審會形式作適時調整。

Note: The timetable above is subject to Beijing Time. The Hosts may adjust the dates and the ways to conduct site visits, Q&A meeting and review meetings as may be necessary. 

1. 報名文件內容要求Registration Document Content Requirement

A4規格（210mm×297mm），1正4 副，不超過40 張單頁紙內容（涵蓋附件1-7要求內容，雙面打印，頁碼只到80，頁數限制不含封面封底扉頁和目錄），簡裝。需包含以下內容：

The registration document should include one original copy and four duplicate copies in A4 size (210mm×297mm), including no more than 40 pieces of paper (print on both sides with the page number up to 80 at maximum, excluding front and back covers, title page and table of contents). Following contents should be covered.

在規定截止日期前送達，有下列情形之一者，經評審委員會三分之二以上評委認定視為無效設計成果：

1. 由主辦方提供的資料、軟件和其他物品，其所有權（包括版權）等合法權益歸甲方。未經主辦方書面同意，規劃設計機構不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，規劃設計機構應承擔由此產生的所有責任并賠償甲方因此遭受的所有損失。

1. 公開發布信息后，直到最終征集結果公布為止，凡屬于對征集文件的審查、澄清、評價和比較的有關資料以及優勝候選人的推薦情況、與評審有關的其他任何情況均應嚴格保密；任何有關的信息和資料均不得向規劃設計機構或上述工作無關的人員泄露。

本次征集活動受中華人民共和國法律管轄，征集工作和所有文件適用中國法律。征集相關文件、合同履行中若發生爭議，雙方應友好協商解決；協商不成時，采用訴訟方式解決爭議，訴訟地點為項目所在地人民法院。
