本次規劃編制分為兩個階段。第一階段為國際征集階段，第二階段為深化整合階段。This planning is divided into two stages. The first stage is the international solicitation stage, and the second stage is the deepening integration stage.
4.1 International solicitation stage
對科學城九龍坡片區進行城市策劃工作，包括謀劃目標定位、提出產業發展策略、構建產業功能體系、布局城市配套功能、營造生產生活生態場景，同時對規劃區內生態保護、土地利用、空間結構、交通組織、城鄉融合等方面進行規劃設計。最終提出規劃的實施措施以及分期開發的保障措施，建立實施項目庫，明確項目建設時序。The work includes planning target positioning, proposing industrial development strategies, constructing an industrial function system, arranging urban supporting functions, creating ecological scenes of production and life, and providing ecological protection, land use, and space in the planned area. 第一階段為公開報名。報名內容包含報名表、相關資質文件、主創設計師業績、團隊業績等（詳見附件1）。

第二階段為資格預審。由資格預審委員會從有效報名的設計機構中，投票評選出票數前3名入圍，1名備選。

第三階段為方案編制及評審。入圍設計機構需按《西部（重慶）科學城九龍坡片區城市策劃國際方案征集書》要求，開展方案設計。由評審委員會從提交的有效方案機構中，評選出1個一等獎，1個二等獎，1個三等獎。The third stage is the planning and review. The review committee will select 1 first prize, 1 second prize, and 1 third prize from the submitted effective scheme institutions.This project requires joint registration, which must meet the following conditions:1、聯合體成員單位不超過3家。聯合體成員中申請人為國內機構的，須具有城鄉規劃甲級資質；申請人為境外機構的，須在其所在國家或地區應具有合法營業范圍，并具有相應設計許可。聯合體成員至少一方應符合以上相應資格條件，另一方不得為個人。同時要求聯合具有產業策劃經驗的機構報名。7.1 No more than 3 member units of the consortium. 3、組成項目聯合體的各成員單位不得再以自己的名義單獨申請資格預審，也不得同時加入本項目其它聯合體申請資格預審。

8.1 Registration information
報名資料包括征集報名表、商業登記/營業執照、資質證書、法定代表人授權委托書、聯合體協議書、主創設計師業績介紹、團隊人員構成安排及其他有幫助的資料（如獲獎證明及榮譽等）等文件。

（一）本次國際征集公告采用中英文對照格式，當中英文內容不一致時，以中文為準。
